Overview
The “LOGON SCREEN” is used to gain access to the ABD Licensing web application to enable the user to add, edit, apply or renew a licensing application.
Each licensee will be required to log on to the program using a logon id and password, unless they only want to see the publicly recorded license applications (see the View Public Records link below), in which case no log in is required.
A new licensee, i.e. one without a user id and password, will be required to click the New Licensee link, and complete the related screens, to sign up to the system before being allowed access.

Field Descriptions
User Id The licensee’s identification number
Password The licensee’s password
Navigation Buttons and Links Descriptions
Logon button When this button is clicked the system will verify the user id and password.
After verification licensees will be taken to the License List screen where a list of licenses of which the licensee is an owner will be displayed.
View public records button When this link is clicked the system will take the licensee to the “License Search” screen where they can search and view un-modifiable Portable Document Format (Adobe PDF) license applications.
Logging on to the system is not required for this link.
New Licensee When this link is clicked the system will take the licensee to the “New Licensee” screen to enable a licensee, not having signed up to the system previously, the ability to generate their own user id and passwords through Enterprise A & A. Once security screens are completed the licensee will then be taken back to this “Logon Screen” to access this system with their new user id and password.
Edit Licensee When this link is clicked the system will take the licensee to the “Edit Licensee” screen where a licensee will be able to modify their personal information, i.e. the last name, date of birth etc. that was entered when signing up as a new licensee.
A valid user id and password entered on the “Logon” screen is required before access is granted to the “Edit Licensee” screen.
Edit Identity Baseline When this link is clicked the system will take the licensee to the “Edit Identity Baseline” screen to enable a licensee to modify their identity baseline i.e. edit the security questions that were entered when signing up as a new licensee.
A valid user id and password entered on the “Logon” screen is required before access is granted to the “Edit Identity Baseline” screen.
Change password When this link is clicked the system will take the licensee to the “Change Password” screen where a licensee can change their password.
A valid user id and password entered on the “Logon” screen is required before access is granted to the “Change Password” screen.
Forgot password When this link is clicked the system will take the licensee to the “Forgot Password” screen where a licensee can re-answer their the security questions that were entered when signing up as a new licensee. The password will then be reset.
A valid user id entered on the “Logon” screen is required before access is granted to the “Forgot Password” screen.
This screen is used to enter New Licensee information.
Security:
Anyone can access this screen to sign up as a new licensee. The sign up process only needs to be completed once.
A valid user id and password entered on the Logon screen is required before access is granted to edit licensee information.
Fields:
The licensee will be required to provide the following information:
Licensee’s first name
Licensee’s middle initial
Licensee’s last name
Licensee’s social security number
Licensee’s date of birth
User id User’s id number NOTE: This field will be read only if editing an existing licensee
Password NOTE: This field will be hidden if editing an existing licensee

Save button
New Licensee Takes the licensee to ITE’s A&A Identity Baseline screen where they will answer five questions to set up their identity baseline (see below).
Existing Licensee The licensee is taken to the A&A Identity Baseline screen where they can modify their five questions they originally answered to set up their identity baseline (see below).
Screen Information:
This application will use ITE's Enterprise Authentication & Authorization system, which provides users the ability to reset their password should they ever forget it. To facilitate this, the user will be required to provide A&A with question and answer pairs, which are referred to as the user identity baseline.
This identity baseline is used to verify the user’s identity in the case of them forgetting, or wanting to change, their password
Once the Save Identity Baseline is clicked the licensee will be taken to the Logon screen. If the licensee is editing their information, clicking the Save button will take them back to the Logon Screen.
Enable User to modify their identity baseline.
Security:
A valid user id and password entered on the Logon screen is required before access is granted to the Edit Identity Baseline screen.

Save button The user is taken to the Logon screen.
User can Change their Password.
Security:
A valid user id and password entered on the Logon screen is required before access is granted to the Change Password screen.
Screen Information:
Here the user will be able to change their password through ITE’s A&A Change Password screen.
Once the Save New Password is clicked the user is taken back to the Logon screen.
Clicking the Reset Password will have the system generate a password for the user.
User can answer their identity baseline questions and reset their password.
Security:
A valid user id entered on the Logon screen is required before access is granted to the Forgot Password screen.

Screen Information:
The user will be taken to ITE‘s A&A Self Service Password Change screen where they will be asked to answer the three questions they originally answered when setting up their identity baseline.
If the Continue button is clicked and the three questions are answered correctly the user will be taken to the Set password screen where they may setup a new password.
Search Screen to select Licensees.
After Logon all User Ids (Except New Licensees and Dram Shops/Surety Bonds) will be on the Search Screen.
(Super Users will also have an Administrative link on the left.)
Security:
Local authority users, after logging in to the system, will be taken to this Search Screen where they can search for licenses within their authority.
(ABD and Super Users will also be taken to the Search Screen.
Licensees, Dram Shop users and Bond Company users will be taken to the License List screen (next section) once they have successfully logged in.
Users that clicked on the View Public Records link on the Logon screen will be taken to this Search Screen where they can search for license applications that they wish to view.

Users will be able to search for licenses by entering one or more of the following criteria and clicking the search button:
License number
Licensee’s DBA (doing business as)
Licensee classification
Applicant’s name
Owner’s first name
Owner’s last name
Licensee’s business address
Licensee’s business city
Licensee’s business county
Premises type
SSN
Licensee’s status
Date Issued
Effective Date
Expiration Date
Screen Information:
Local authority users will see two additional radio buttons and a text box at the top of this screen to enable them to act as a licensee.
Radio button one will be named “Acting as local authority”. This will always be selected by default. This tells the system that the local authority user wishes to continue to act as themselves throughout the rest of the screens.
Radio button two will be named “Acting as licensee”. When this is checked the user will also be required to enter a name in the text box named “acting as DBA”, once this is done all future screens the local authority user will see will be as if they were the licensee who is listed in the “acting as DBA” text box.

Search button A search is performed and the results appear on the License List screen
After logon, Licensee will see this Action List screen.
Security:
Licensees will have access to this screen and be taken here after logging in.
Local authority users, Dram Shop users and Bond Company users will not have access to this screen.

Back link Takes the user back to the Logon Screen
Edit an existing Application User will be taken to the License List screen where they can select the license they wish to edit
New Application User will be taken to the New Application screen where they will begin the process of requesting a new license.
Renewal Application User will be taken to the License List screen where they can select the license they wish to edit
Complete a Refund Application User will be taken to the License List screen where they can select the license they wish to apply for a refund for. They will then be taken to the Refund screen
Ownership Update Application User will be taken to the License List screen where they can select the license that they wish to work with. The user can then move through the screens making the necessary changes.
Complete a Transfer Application User will be taken to the License List screen where they can select the license they wish to work with. The user will then be taken to the Transfer Premise Screen.
Add an Additional Privilege(s) User will be taken to the License List screen where they can select the license they wish to work with. The user can then move through the screens making the necessary changes.
Screen Information:
Once the licensee selects which action they wish to perform they will be taken to the License List screen to select which license to begin working with.
Displays the License List after using Search Screen.
Security:
Local authority users and anonymous users (view public records) are taken here after they have performed a search from the Search screen to see their results.
Licensees, dram shop and bond company users are taken to this screen after they successfully logged in.
Licensees will see licenses of which they are owners. This will be matched by owner’s social security number, owner’s first name, owner’s last name and owner’s date of birth.
Dram Shops will see licenses that have them selected as the dram shop and have a status of Submitted to Dram Shop.
Bond Companies will see licenses that have them selected as the bond company and have a status of Submitted to Bond Company.
The license list will need to be sort-able by clicking on a heading. The initial list will be sorted by effective date in ascending order.

Back link Takes the user back to the Logon Screen.
New Application link Will only be used for new applications and will not be covered in this document.
Edit / View link Located in the results window next to each license.
Licensees will see an Edit link that when clicked on will take them to the Applicant screen to allow editing of the new application. This will only be allowed up until the ABD has approved the license application.
Local authority users will see a View link that when clicked on will take them to the Applicant screen to view the new application.
Dram shop users will see a View link that when clicked on will take them to the Dram Shop Certification screen where they can certify the license.
Bond Company users will see a View link that when clicked on will take them to the Bond Company Certification screen where they can certify the license.
Anonymous users (view public records) will see a View link that when clicked on will display an un-modifiable PDF application that look like the current paper application. This is as far as anonymous users can go in the system.
Screen Information:
Licenses that are the watch list will appear in red here. There will also be a red check mark in the top right hand corner of each screen for watch list licenses.
The License number will be blank on all new applications until the ABD have approved the application at which time a new license number will be assigned automatically. License numbers will be assigned in numerical order.

Screen Information:
Once the license classification link is clicked the user will be taken to the Applicant screen to begin the license application process.
If a licensee currently holds a Wholesaler or a Manufacturers (BA, BAN, WA, WAN, CM, CB, CBN, CD, CV, CVN, SP) license type they may not hold the following types of retail licenses: BB, BC, LA, LB, LC, BW, LD, LE, WB, WBN, WCN
In this case, when the ABD is ready to endorse this license, a popup will be displayed telling the ABD user that this licensee is unable to have these license types.
When the mouse is held over a classification link the following identification descriptions will appear as help for the user:
LA Nonprofit clubs (members and guests only). Retail on premises liquor, beer, wine; no carry out.
LB Hotels & motels. Retail on premises liquor, beer, wine; carry out beer.
LC Taverns, bars, restaurants etc. Retail on premises liquor, beer, wine; carry out beer.
LD Trains, watercraft, boats. Retail on premises liquor, beer, wine; carry out beer.
BW Taverns, bars, restaurants etc. Retail on premises beer, wine; carry out beer.
BB Taverns, bars, restaurants, etc. Retail on premises beer; carryout beer.
BC Grocery & convenience stores, pharmacies etc. Retail carry out beer only.

If Outdoor Service is selected then a popup window will appear asking the user to “Please submit a sketch to the local authority”.
Seasonal licenses will automatically be cancelled the day after the expiration date.

Screen Information:
When a user hovers over a privilege, a detailed description of that privilege will appear. The user may also get a detailed description of that privilege in the user help screen.
If a user already has carryout wine and they now want carryout beer (BC) then the license is re-issued with the carryout beer as the main license and the carryout wine as a sub-license. The order of the license and sub-licenses is liquor, beer and then wine.
If a user has WB and they select a BC privilege then a popup window appears asking them to contact the ABD.
Seasonal licenses will automatically be cancelled the day after the expiration date.(Renewals)
Select the length of the License.
Only Super Users and ABD License Authority will see this
information.
Security:
Licensees will be able to enter information (and change information until submitting the application) on this screen.
Local Authority, Dram Shop and Bond Company groups will have read only privileges on this screen.

For On-Premise applications; 12 month, 8 month, 6 month, 14 day and 5 day
For Off-Premise applications; 12 month
For Off-Premise applications for a class B wine permit; 12 month, 8 month, 6 month

Screen Information:
If the Name of applicant field is changed by a licensee, a pop will appear telling them to contact the ABD.
The License number, in the heading, will be blank on all new applications until the ABD have approved the application at which time a new license number will be assigned automatically. License numbers will be assigned in numerical order.
NOTE: Once the user reaches this screen and we are working with a single license, the rest of the “application” screen links will appear on the menu navigation on the left hand side. The user may select a specific screen (if accessible to them) and jump directly to that screen. This will avoid having to go through all the screens to get to say the Signature screen.
Screen Information:
The license number that appears will be a temporary application number for reference. The real license number will be assigned by the ABD later.

If a licensee changes any of the fields on this screen, except for the Federal Employer Id, then a popup screen will appear asking them to “Please contact the Iowa Alcoholic Beverages Division” and the change will not be saved.

Located next to each owner in the list section, when clicked on will fill the detail section with that owner’s information.
Adding or changing an owner requires the licensee to contact the ABD.

Screen Information:
All fields, except for address line 2, are required on this screen.
If the business is operated as a Sole Proprietorship then the licensee will not be allowed to change the state.

In the rare event that too much data is requested from the system, or the search is taking too long (generally 3 minutes), this screen will time out and the user will be taken to a message screen explaining the circumstances. They may then return to the On-Demand Reporting screen and narrow down their search criteria to successfully perform their report.
